Propuesta de gestión turística sustentable para la ruta del mezcal en la Región Altiplano de San Luis Potosí

Abstract

Las rutas o circuitos turísticos temáticos son hoy en día una forma muy atractiva y frecuente de hacer turismo en México y el mundo. Desde sus orígenes, el turismo ha representado una fuente de ingresos para los países, por lo cual siempre se ha fomentado de manera importante. Sin embargo, a partir de los años noventa, el turismo masivo hizo evidentes sus impactos negativos al medio ambiente, por lo cual se pone especial atención a la procuración de sustentabilidad en esta práctica. La gestión ambiental proporciona un marco conceptual para que la gestión turística pueda incorporar esa dimensión de sustentabilidad en sus actividades. En el caso de México, hace falta un marco regulatorio que apoye el aseguramiento de esas prácticas turísticas sustentables; fortalecer la identidad cultural del mezcal con la ruta turística; trabajo coordinado entre las instituciones relacionadas con el sector turismo; y continuidad en las políticas públicas que apoyen prácticas turísticas como elemento importante para el desarrollo sustentable. La presente investigación plantea la necesidad de una estrategia de gestión turística sustentable que permita asegurar la permanencia de la ruta del mezcal en los municipios de Ahualulco y Charcas, en la región Altiplano de San Luis Potosí, en el tiempo; así como garantizar la preservación ambiental, económica y sociocultural en esa región. Para cumplir con ese objetivo, se describe la evolución de la gestión turística en el marco de la gestión ambiental; se analizan las perspectivas del turismo en los ámbitos internacional, nacional, estatal y municipal, y su relevancia en aspectos ambientales, geográficos, económicos y socioculturales; y, se identifican los factores e implicaciones que tiene el trazado de la ruta del mezcal en la región Altiplano de San Luis Potosí; así como su funcionalidad como práctica turística, presentando propuestas para incorporar criterios de sustentabilidad en la gestión turística de esta ruta temática.

Thematic tourist routes or circuits are nowadays a very attractive and frequent way of doing tourism in Mexico and the world. Since its inception, tourism has represented a source of income for countries, which is why it has always been promoted in an important way. However, starting in the 1990s, mass tourism made its negative impacts on the environment evident, which is why special attention is given to the pursuit of sustainability in this practice. Environmental management provides a conceptual framework so that tourism management can incorporate that dimension of sustainability in its activities. In the case of Mexico, a regulatory framework is needed to support the assurance of these sustainable tourism practices; strengthen the cultural identity of mezcal with the tourist route; coordinated work among institutions related to the tourism sector; and continuity in public policies that support tourism practices as an important element for sustainable development. This research raises the need for a sustainable tourism management strategy that helps the permanence of the mezcal route in the municipalities of Ahualulco and Charcas, in the plateau region of San Luis Potosí, over time; as well as guaranteeing the environmental, economic and sociocultural preservation in that region. To meet that objective, the evolution of tourism management in the framework of environmental management is described; tourism perspectives in the international, national, state and municipal spheres, and their relevance in environmental, geographical, economic and socio-cultural aspects are analyzed; and, the factors and implications of the route of the mezcal route in the plateau region of San Luis Potosí are identified; as well as its functionality as a tourist practice, presenting proposals to incorporate sustainability criteria in the tourism management of this thematic route.
